Language file portal_install.php couldn't be opened

Description and Message
I have been running into the infamous "Language file portal_install.php couldn't be opened" error as noticed around the web. Been reading other websites, this forum, but nothing on earth can fix this. Installed it a number of times from scratch in various empty folders (/forum, /forums, /test, /damnit, etc) - but same poop all the time.

The plain simple phpbb 3.0.2 forum woks fine before trying to add the mod. After uploading material of mod to the root folder (see below), nothing works. Have to uninstall phpbb via Cpanel, via Fantastico, and try again from scratch. No other portals ever installed on machine. This is a first.

Here is the setup:

1. /website/public_html/forums/ (URL: http://www.site.com/forums/) is the root path where the contents of the "root" folder (after file was uncompressed) was uploaded
2. english install files: /website/public_html/forums/language/en/...
3. when one tries to get to: http://www.site.com/forums/install_portal/install.php you get the "Language file portal_install.php couldn't be opened" error
4. when one tries to get to http://www.site.com/forums or http://www.site.com/forums/portal.php you get "PORTAL_CONFIG_TABLE' doesn't exist [1146]" error - table does not exist; only original 62 tables present in dB
5. all steps followed as instructed, paths correct but error continues to persist

I suspect that there may be more than just language files "missing"... are there PHP pages that we can test and confirm for proper location of files, or other tests because I am positive that there is something else that may be the problem (even though I have run into similar problems as others who are positive on their paths and processes).
