I've read over and over the FAQ for this error and I CANNOT get it to work. I've tried everything. Even uploaded the language files in EVERY folder in the directory.
I need a better tutorial on how to fix this problem. The one the webmaster posted in the FAQ was confusing. Keep it simple.
Im running the english version of phpBB3.
Please help!!

Ok, to keep it simple:
"Language file portal_install couldn't be opened" means, the file isn't there where it's supposed to be.
It is somewhere else.
You have to upload the portal_install-folder (and all of its contents) to your root folder (the one, where your phpBB3 is installed in).

Trust me, i've got all the files were they need to be. I even put the files in the root and the root root folder.

They do not work.
I have checked four times already to make sure I've edited the files correctly and not once have I found a mistake there.
Could anyone install it for me, I know i'm doing it the right way.

It will be the usual thing - the files are not in the correct place.
Please note - it have to be done like this:
"root" means the directory where your phpBB3 files are. It could be named in any way, e.g. "forum", "phpbb3", "home", what ever.
So if your URL to the forum is like this:

I understand what your saying, but I am doing exactly what your saying and still getting the error. The root of my install is in a directory called /forum/ from the public_html folder.
http://www.website.com/forum/
I copied all the files from the root file that fit correctly into the already installed core phpbb3 folders and try to run the install script and get the same.

This is just extremely odd.
