Global Announcements for Standard Topics

I would like help to change the "Global announcements", so that it works like common topics, because I want to block some specific forums where the topics will be displayed on the portal's home page. There will be several topics to be listed and as a global ad this will be full for forumlist, in global ads, in addition to mixing with the ads that we already use in the forum.

I don't want Global Announcements to be displayed, but general topics.
