phpbb 3.3.3 Portal Not Visible only for me.

Hello there, well i have the problem that people cant see my portal on my website www.unionsqd.eu

So i started searching at the internet and i saw a few times that you need to activate the view permissions like this :

Did you have activated the permisson: in ACP, “PERMISSIONS” tab, click on: “ Group permissions” link, select the concerned group like “Registered users”, click on “Advanced Permissions”, click on “Misc” tab, find the line: “Can view the Portal” and set to “Yes”, then validate by clicking on the “Apply permissions” button ?

Well Mine problem is that there is no “Can view the Portal” and set to “Yes”, option avaiabke,
