Headline for the small custom block

Hi,

Have noticed that the headline for my small custom block sometimes displays then sometimes it won't. It even goes of and on whenever I scrolll down the page. It does not happen with any of the other blocks on the portal, only this one.

It's as if the text become invisible because you can click the left mouse button as if to highlight the text and it there!!!

Perhaps this is unique to my PC!!!

Does this maybe happen in IE? I have experienced similar things in IE, but that usually resolves itself after purgen the browser cache.
