Problem after portal install

Before I explain my problem, please know I have read the knowledgebase article and checked what it told to check.

I recently installed Portal on my 3.0.11 PHPbb locally.
After manual install I go to my page, and there is a blank page waiting for me.

I cannot access any board pages (forums, galleries, etc) though I can visit the ACP.

As I said I have checked the files for a space before the first

. And, I also refreshed my theme and purged the cache.

Is this common, even after verifying no spaces in files?

Is there a solution?

Try re-uploading the portal files and any files you edited. Also make sure all your edited files are saved as UTF8 without BOM.

No uploading. It's all ran locally on a WAMP server at the moment (I like to get everything set up and working before I set it live.) So all files are saved directly to the root folder of my localhost.
