Why would i be getting this error? even though it shows in phpmyadmin that these tables are there?

Also is there a <--if statment i could use on this line <a href="{U_PORTAL}"><strong>{L_PORTAL}</strong></a><strong> &#187;</strong>&nbsp; so that when portal is off the portal link does not show?
