It sounds like you are trying to install Board3 Portal 2.1.0-RC1 on phpBB 3.0.12. If that is the case, then that won't be possible. You'll need at least phpBB 3.1.2.

For installing it on phpBB 3.1.2, just upload the contents of the zip to your forum. The ext folder in the package can be merged with the already existing ext folder of phpBB. Afterwards, just enable the extension by enabling it in the ACP's "Manage extensions" section.
