Why is not "news block" for visitors even though I selected the ACP permissions for them.

When you say acp permissions, do you mean the forums group permissions for vistors for that section/category or the portal mod permissions for the news block? These are separate.

You have to select the forums sections you want to show in the portal news block, in MOD > PORTAL MODULES > LATEST NEWS SETTINGS.

• Show all of the articles in this forum: ( YES/ NO )

So just make sure you have these selected the etc and ticked the radio button to show which way round you want your selects to work.

• News Forums:
  Forum(s) we pull the articles from, leave blank to pull from all forums. If "Exclude forums" is set to "Yes", select the forums you want to exclude.
  If "Exclude forums" is set to "No" select the forums you want to see.
  Select/Deselect multiple forums by holding CTRL and clicking.
