Editing the 'Global Announcement' box on portal?

I'm trying to fix a few last things on my theme, but I'm having problems with the main blocks on the portal page (mainly the Global Announcement block but also others).
I would like to have specific colors in my global announcement block, not the same ones I use on the forum. How can I edit this?
