Recent topics won't show new posts sometimes while on PORTAL

MODs installed: Yes

PHP Version: PHP Version 5.6.10
What have you done before the problem was there?
What have you already tryed to solve the problem?
Description and Message
There any reason as to why when I make a new post once in a while it won't show in the Recently Added on the portal section of my site. I'd have to go into the admin page and clear cache and such sometimes to make it work, or move up the number of posts to be shown sometimes as well.
Is it cause version 3.1.9 of phpbb is out, and I haven't updated yet?
