I want to get the Recent members and top posters on my forum index
so i can kind of get this effect

Well if you want to use this block on the portal then you would have turn it in to a template html file and save it to prosilver/templates/portal/block/ .
then you would have to call it from the Portal.php where you would like it to display. You would not have any control of it in the acp. but you could make changes to the html file that you created.
