Move all Right Blocks to Left Blocks and Add custome code

What have you done before the problem was there?
1) I want to move all blocks from Right column to Left column in the Portal. Because I want to save space to extend the width of Center Block.
2) I also want to add meta tags keyword/ Google analytic scripts into the header page of Portal
Help me please

1) I already change the Portal_body.html block from Right to Left, But nothing happen
2) I already change the Overall_header.html to add the custome code but nothing happen
