SOLVED-Both side menu/boxes disappear

Description and Message
I installed board3 on localhost.
phpbb 3.04 moded & fresh both I trried. There are no menus/boxes except recent topic shows. Installed with automod & manual.
No luck.

Need suggestion what to do.

did you enable all blocks in ACP and purge the cache????

on localhost install_portal did not finish properly. ACP was not available.

Now I installed it successfully on host server under test directory. It works fine.
Excellent portal.
