What have you done before the problem was there?
A variety of MODs.

Installed the lucid_lime theme.

What have you already tryed to solve the problem?
Tried to add a <br> tag in between the blocks in the portal_center.html page.

There background color of the center modules remains in the space between the bottom two.

I have confirmed it is only in google chrome, and it only occurs when the announcement block is NOT set to compact.
