No uploading. It's all ran locally on a WAMP server at the moment (I like to get everything set up and working before I set it live.) So all files are saved directly to the root folder of my localhost.

Before I explain my problem, please know I have read the knowledgebase article and checked what it told to check. I recently installed Portal on my 3.0.11 PHPbb locally. After manual install I go to my page, and there is a blank page waiting for me. I cannot access any board pages (forums, galleries...
