I have just uploaded again, filezilla did not report any failures so I assume that all the new files were updated, I renamed the styles/prosilver/template/portal/modules/announcements.html and got the same error. Interestingly the Portal admin is reporting Board3 Portal is up to date Current Version...

I assume that because when I refresh the template and it is still looking for the /prosilver/template/portal/modules/announcements.html ( that the instructionssaid delete) that the install has not fully worked...
