I have change a center block to be in the rigth side of my portal. Very easy...

In the top of the html block, you want to move find:

{$C_BLOCK_H_L}{L_LATEST_NEWS}{$C_BLOCK_H_R}

Change to:

{$LR_BLOCK_H_L}{L_LATEST ...
