When I removed the Latest news module also Global announcements can cause that, the error doesn't show anymore (Offset must be an integer)

I tried to move up "Link to us" but it stuck and can't pass "Top Posters"

It is possible to make some edits so we will be able to add unlimited HTML blocks?
Also, it is possible to add a new feature that allow to move blocks? like the GF-portal in phpbb3
for example:
Move the block to the centre/left/right side
