Looks to me like you need to go to ACP -> Styles -> Themes -> yourstyle-> Refresh

The only thing that spoils the effect you have made with the portal, and that's is just beautiful, are the dirty pixels around the smilie in the box of "A word from TDR" , I have seen somewhere smilies that were actually done for dark backgrounds that would fix that, just can't remember wh...

It is not finding the CSS file. So you might like to check that you have uploaded the CSS file and also make sure that you have amended the styles/yourstyle/theme/stylesheet.css and uploaded that as well. Hope this helps out a little.
