Das scheint an deinen zu großen Bilddateien in den Blöcken zu liegen, welche Du kleiner halten solltest.
Deaktiviere mal einzeln die Blöcke mit Bildern und Du wirst sehen welcher Blockinhalt probleme macht.

Hast Du auch mal den Cache per FTP auf dem Server ( bis auf die .htaccess und die index.htm ) geleert?

Schau mal in den "Administrator-Berechtigungen" unter "Diverses" nach. Je nach dem welche Admin-Rolle Du für dich verwendest muss dort "Kann Portal-Einstellungen ändern" auf "Ja" stehen.
