I am shooting completely off the hip here but in theory instead of putting the center and right blocks in the overall footer you would leave them them only in portal_body.html.

When I install portalview I can go to the UCP but in profile when I go to signature or avatar I only get a white screen and when I go to private messages its white.. everything else in the UCP seems to work. So I tried doing this myself... It was epic fail..... I basically went through all the files for the board3 install and duplicated all instances of code pertaining to the news block.
