To change default logo size do the following..

acp/styles/imagesets/edit your image set/

Under Edit IMage Set select your image "Main Logo"

Choose your image and specify a size..

Have you tried to open up welcome.html in portal blocks and alter the width?

Might work if you give it a fixed width...
